Kitley Covill Illegally ‘Confirmed’ Next Yonkers Inspector General By HEZI ARIS

YONKERS, NY –  Kitley Covill, Yonkers Mayor Mike Spano’s nominee for Inspector General, was yesterday confirmed by the Yonkers City Council to the office recently vacated office by the now departed former Inspector General Dan Schorr. The Yonkers City Council, absent Yonkers City Councilman Michael Sabatino’s (District 3) presence, voted 6-0 in confirming her to the Office of Yonkers Inspector General for a 5-year term. The vote is however invalidated by its non-compliance with the Yonkers City Charter.

Bratton, former Commissioner of the New York City Police Department and former Chief of the Los Angeles Police Department.

YONKERS, NY – January 30, 2012 -- As part of an on-going effort to better detect and deter fraud, waste and abuse in government, Mayor Mike Spano and Inspector General (IG) Dan Schorr have launched  a new online site today, www.YonkersIGTips.com, for Yonkers residents to anonymously post any information and tips as it relates to the city government.

The report noted above was undertaken at the behest of Yonkers Mayor-elect Mike Spano and a majority of Yonkers City Councilmembers in a letter dated December 13, 2011, which request, in part, Inspector General Dan Schorr "Initiate a review of the recent action of the Yonkers Parking Authority, wherein a four year contract was granted to Lisa Mrijaj, whose position is that of the present Chief of Staff to Yonkers Mayor Phil Amicone. Inspector General Dan Schorr was asked to review the validity of the contract and appointment of Ms. Mrijaj to determine if her hiring was properly conducted and conformed to civil service laws as may be required.

 Yonkers, NY – The Yonkers City Council meeting of February 9, 2009 moved from one issue to another leaving the most contentious issue, that of giving consent to Yonkers Mayor Phil Amicone’s nominee, Dan Schorr, for Inspector General. City Council President Chuck Lesnick opened the discussion by surprising all in attendance by accepting now Minority Leader John Murtagh’s letter of August 2009 in which he beseeched Mayor Amicone to reappoint Inspector General Phil Zisman to a third, firve year term,as his rationale for denying approval of Mr Schorr for IG. In that letter, Mr Murtagh had delineating Mr Zisman’s 10-year professional conduct and long roster of pertinent charges as the rationale for maintaining Mr Zisman for a third term.

YPS Superintendent Pierorazio Defies Subpoena Issued by Inspector General Zisman

Yonkers, NY -- Yonkers Inspector General Philip A. Zisman had on June 26, 2009 by hand delivered a subpoena "commanding the Yonkers Public Schools Superintendent of Schools Bernard Pierorazio(left) appearr and attend before the Department of Inspector General of the City of Yonkers at Yonkers City Hall, 5th Floor, 40 South Broadway, Yonkers, NY 10701 on the 6th day of July, 2009, at 11:00  A.M. and at any  recessed or adjourned date thereof, to testify under oath in the investigation relating to the affairs, functions, accounting methods, efficiency or personnel of the City of Yonkers, Public School District now being conducted before the inspector General. Mr Pierorazio did not abide by the subpoena. He did not appear or attend the Department of the Inspector General yesterday as instructed. Mr. Zisman will be required to make a counter move that is not expected until July 13th at the soonest, when he is expected to return from vacation.

Inspector General Zisman's Audit of Yonkers BoE Health and Welfare Benefits Account Underway

Yonkers, NY -- After a contentious year of attempting to thwart Inspector General Phil Zisman from conducting an audit of the Yonkers Board of Education Health, Welfare, and Fringe Benefits account, Yonkers Public Schools Superintendent Bernard Pierorazio has verbally acceded to Mr Zisman’s premise that the Inspector  General’s office has purview over the Yonkers BoE. To that end, Mr Zisman sent a letter dated May 7, 2009, to the Right Rev.Gerald Sudick, president of the Yonkers Board of Education, all Yonkers BoE Trustees, Mr  Pierorazio advising his having begun the audit review of the Yonkers BoE Health, Welfare, and  Fringe Benefits accounts.

Amicone Praises Inspector General Review of Police Overtime

YONKERS, NY -- Calling it a “necessary and thorough review of a longstanding problem,” Mayor Phil Amicone today praised a report issued this week by the Yonkers Inspector General that is critical of police overtime payment policies and procedures. Mayor Amicone pledged to act expeditiously on the report’s recommendations, many of which have already been addressed.

Inspector General Zisman Issues Findings regarding Allegations of Misconduct by Yonkers Parking Authority Executive Director Dalton

YONKERS, NY – An anonymous letter forwarded to the Yonkers Board of Ethics was the catalyst that brought about an investigation over allegations of misconduct by Yonkers Parking Authority Executive Director Michael Dalton on June 4, 2007. The anonymous letter delineated a few allegations. The Inspector General’s summation found no impropriety on any one of the allegations. At issue was only the procedural laxity by which tuition payments, and subsequent reimbursements of same were documented and maintained. I.G. Zisman recommended stricter record keeping and tuition reimbursement policies be enacted in order to mitigate future appearance of impropriety.
