Republican Response to Mayor Spano’s State of the City Address By JOHN LARKIN

Good Evening

As the Minority Leader, and on behalf of the Republican City Council and the people we serve, it is my pleasure to offer our response to Mayor Mike Spano’s State of the City. 

Our country, state and city continue to feel a deep and prolonged economic recession.  There are many challenges which lie ahead and our first priority must be to address the $72 million budget deficit.

Yonkers City Council Reorganization Meeting is Deliberated for Over Thirteen Hours By HEZI ARIS

YONKERS, NY – January 3, 2012 --  The Yonkers City Council today convened a reorganization meeting, selecting Council Member Wilson Terrero (D-2^nd District) as Majority Leader and Council Member John Larkin (R-6^th District) as Minority Leader.    

Council Members Christopher Johnson (D-1^st District), Michael Sabatino (D-3^rd District), and Mike Breen (R-5^th District) were each elected to four-year terms that began on January 1^st. Two years ago Council President Chuck Lesnick was re-elected to his second term along with then newly-elected Council Members Terrero, Dennis Shepherd (R-4^th District) and Larkin.

Special Meeting of the Yonkers City Council Called for Friday, June 17, 2011

Yonkers City Council President Chuck Lesnick (D) called for a Special Meeting of the Yonkers City Council with the support of Yonkers City Council Minority Leader John Murtagh (R-District 5), and Councilmembers John Larkin (R-District 6) and Dennis Shepherd  (R-District 4).  None of the Democrats  where advised or conferred with in the planning of the Special Meeting. Yonkers City Council Majority Leader Patrica McDow (D-District 1), Councilman Wilson Terrero (D-District 2), and Councilwoman Joan Gronowski (D-District 3) learned of the Special Meeting after receiving notice from City Clerk Joan Deierlein Sunday night, June 12, 2011 of the call for the Monday, June 13, 2011, meeting at 9:15 p.m. Only Chuck Lesnick and the three Republicans were made privy to Mayor Phil Amicone’s negotiated prospects with Yonkers Federation of Teachers (YFT) President Pat Puleo. Unbeknown to most, the expectant prospects evaporated after the YFT union meeting held Monday morning, June 13, 2011, ended over a lack of guarantees demanded by the union in their exchange for concessions made to Mayor Amicone. The vote taken by the YFT shut the door on Mayor Amicone, who believed erroneously he had come to an agreement that would permit him to resolve the $43 million deficit accrued under his watch by garnering over $20 million in YFT give-backs and the installation of The Final Act (Transitional Finance Authority – TFA). All would disintegrate by Noontime on Monday.

Yonkers City Council Approves Compromise Agreement to Avert Fiscal Crisis – State Has to Now Act

YONKERS, NY -- In a bi-partisan effort to avert the elimination of pre-K and full-day kindergarten along with other cuts to the Yonkers Public Schools, the Yonkers City Council early Wednesday morning voted 6-1 to link the City's ability to restructure its debt through an amended form of the mayor's proposed Transitional Finance Authority (TFA) and promptly sent the new legislation to the state legislature for its approval.

Yonkers City Councilman Dennis Shepherd Missing in Action Yet Again By Hezi Aris

YONKERS, NY -- The budget hearings that come before the Yonkers City Council began in earnest Monday afternoon. The process would take place this week alternating between the demands of protocol required to satisfy Yonkers Business Week and the Yonkers City Council's scrutiny of the budget. Missing in action from this week's opening was Yonkers City Council Dennis Shepherd, so-called representative to the 5th District. Over the past two months, Mr Shepherd has not attended scheduled City Council meetings and also missed Special City Council meetings. He has had one excuse after another. Once a relative was ill; another time he was on vacation, and yesterday, no excuse whatsoever. When Mr Shepherd decided to run for office he did not advise the electorate that he would not be able to attend City Council meetings as infrequently as he has, nr that he would miss other meetings at his volition despite their being noticed to the Yonkers City Council way before it reaches the public.

While Intent May be Good, Law Gives Police New Powers to Cite Property & Business Owners 

Yonkers, NY, September 30, 2010 --  On September 28, 2010, the Yonkers City Council, by a vote of 4-3, approved a public nuisance abatement law that, regardless of conviction for such offenses, grants the police department the ability “to impose sanctions and penalties” for public nuisance violations that occur within the premises of any Yonkers building.

Tough New Public Nuisance Law Takes Aim at Absentee Landlords and Chronic Violators             

Yonkers, NY, September 29, 2010 -- By a vote of 4 to 3 the Yonkers City Council last night voted to give the Yonkers Police Department and Building Department dramatic new power to target property owners who ignore flagrant criminal activity on their property.
