BREAKING NEWS: Yonkers is Noticed by Certificate of Disapproval of Yonkers Mayor Mike Spano’s FY2012-2013 Budget By HEZI ARIS
YONKERS, NY -- June 27, 2012 – Yonkers City Clerk Joan Deierlein had this morning received a “Certificate of Disapproval” letter signed on behalf of New York State Comptroller Thomas P. DiNapoli by NYS Deputy Comptroller Steven J. Hancox. In that letter Comptroller Dinapoli explains his responsibility as Fiscal Agent of the City of Yonkers which requires his reviewing the FY2012-2013 adopted budget by the City and “related justification documents to determine compliance with chapter 488 of the Laws of 1976 (hereinafter referred toas the “Act”)and compliance with City ordinances adopted subsequent to the enactment of the Act determining the terms and details, provif=ding for the rights of the holders, of the serial bonds and other obligations of the City (hereinafter referred to as the “ordinances”). Based upon my review, and consistent with the ongoing discussions which have taken place since my receiving the adopted budget and related justification documents, I find the following”
1. The adopted budget appropriates operating surplus in excess of the amount permitted by section 7 (A)(1) of the Act and thE corresponding provisions of the Ordinances; an
2. Justification Document 13(e) fails to set forth adequate actions completed forming an existing basis for a reasonable expectation that the related appropriations for the fire department will be sufficient for the 2012-2013 fiscal year as required by section 6(b) and 2 (R) of the act and the corresponding provisions of the ordinances.”
The letter closes, “For the above reasons, I am constrained to disapprove the adopted budget and Justification Document 13(e) as not in compliance with the requirements of the Act and Ordinances.

The McGoey Goon Squad (formally known as the Fatzy Fools) drove up to Albany and passed along some strong political stong arm tatics and got DiNapoli to cave into their demands. Now, lets see if Mayor Spano has the balls to stand up to, not only DiNapoli, but to the Fire Department Goon Squad, and stick to his guns to force the UNION to give back some of the LUXERY ITEMS that they were able to get from previous generous Yonkers Administrators (Ammiclown). MIKEY - Don't let DiNapoli (aka the Walking Adding Machine) get you down and please stick to your guns and stand up for fiscal responsibility in our city

Way to go YFD. The only union to stand up to this mayor......yeah YPD what did you morons decide to do. Oh yeah that's right the union tried to shove some bullshit down your mouth and you nearly fell for it. Heah all u smart CLS officers way to go and vote for give backs only to realize the rank and file didn't have your back, and than your executive board voted without you to let the city keep the money even after you found out the city had more money than the said they did. Heah boys and girls You better tell your fat ass union leader to get his fat ass out from behind his desk , if he can and go over to 628 and ask Barry to help him be a real union leader. The Firefighters got to DiNapoli??? The mayor is trying to cut a department that operates under budget every year and is working without a contract for 3 years. They risk their lives everyday and the Dept. never takes off. While your sleeping every night, opening your presents on Christmas, eating turkey on TG, they are up at all times of the night helping people. You obviously have never needed them yet so a comment like they put their contract, which they dont have before the city is an ignorant statement. If they cut the dept. staffing there is only one thing they are going to put ahead of the good of the city and that's their lives because they are not going to be able to efficiently do their jobs so the city, including you will suffer.
