Mount Vernon, NY – City of Mount Vernon Mayor-elect Ernest D. Davis yesterday announced he intends to appoint Charlene M. Indelicato as Commissioner of Planning and Community Development. In this capacity, Ms. Indelicato will assume the positions of Commissioner of Planning, Urban Renewal Agency Director and Industrial Development Agency Director.
Mayor-elect Davis stated, “My goal in hiring Ms. Indelicato is to bring her wealth of experience in municipal planning and administration to our city.”
Ms. Indelicato has served in local government for over 20 years, as Corporation Counsel and City Manager of the City of New Rochelle and, more recently, as Westchester County Attorney where she supervised over one hundred employees.
I have a few questions after giving your report a cursory read. I will leave the finer points to our counsel and my colleagues who remain on the city council.
Again, I have just given the report a once-over. I see your "conclusions" but no "recommendations."

The report noted above was undertaken at the behest of Yonkers Mayor-elect Mike Spano and a majority of Yonkers City Councilmembers in a letter dated December 13, 2011, which request, in part, Inspector General Dan Schorr "Initiate a review of the recent action of the Yonkers Parking Authority, wherein a four year contract was granted to Lisa Mrijaj, whose position is that of the present Chief of Staff to Yonkers Mayor Phil Amicone. Inspector General Dan Schorr was asked to review the validity of the contract and appointment of Ms. Mrijaj to determine if her hiring was properly conducted and conformed to civil service laws as may be required.

Letter to the Editor By KAREN WATTS
The Council has been working very hard to get this budget process moving. Letters involving the concerns of the Council about the timeliness of the budget process were sent to the Office of the Mayor as far back as August - another in September, and yet another in November. If the budget had been presented on time, there would have been plenty of opportunities for all of these meetings to take place and still meet all deadlines.

MOUNT VERNON, NY -- December 27, 2011 -- Mount Vernon Mayor-elect Ernest Davis last night issued a letter of rebuke of the three members of the Mount Vernon Board of Estimate & Contract for their still not having adopted an annual estimate/budget for the FY 2012 as required by the law of the City of Mount Vernon. The Board of Estimate & Contract consists of the present Mayor Clinton I. Young, jr., Comptroller Maureen Walker, and City Council President Karen Watts. The letter is to be hand delivered to each of the aforementioned during the morning hours today.
